Though Russia will not be replacing the United States in this regard due to the many complicated connections the Middle East has with the West in general and America in particular, Moscow is trying to encourage Middle Eastern countries to have better relations based on mutual understanding and common benefits.

The Soviet Union was the first country to recognize Saudi Arabia in 1926, although the unified Kingdom was not officially established until 1932. In June 2017, the oil producers agreed to extend those cuts until March 2018.

"(Saudi Arabia and Russia) were both instrumental in brokering the global oil output deal, and now it opens a new area of cooperation in the energy sector between the two countries, in the wider energy spectrum (oil field services, cooperation in gas production and renewable projects among others)", he told CNBC via email Tuesday.
